Designates March 21, 2023 as "Rock Your Socks for World Down Syndrome Day" in Delaware to raise awareness about Down syndrome and celebrate individuals with the condition.

Recognizes that approximately 1 in 700 babies (6,000 annually) are born with Down syndrome in the United States, with more than 400,000 individuals nationwide living with the condition.

Acknowledges that Delawareans with Down syndrome attend school, work, participate in community decisions, and contribute to society while exercising the same rights as all citizens.

Recognizes the Down Syndrome Association of Delaware's support for over 400 individuals with Down syndrome and their distribution of more than 50,000 pairs of mismatched socks to schools, businesses, and individuals for the observance.

Celebrates the talents, gifts, and contributions of people with Down syndrome and commits to advocating for their rights, inclusion, and wellbeing in schools and communities.
