Designates March 31st as International Transgender Day of Visibility to honor the achievements and contributions of the transgender community.

Encourages Delaware residents to observe the day with appropriate ceremonies, programs, and activities that celebrate transgender accomplishments and leadership.

Acknowledges the discrimination and violence faced by the transgender community, including disproportionate oppression in employment, education, and healthcare, as well as record numbers of anti-transgender legislation across the country.

Recognizes the historical presence of two-spirit and transgender individuals in Indigenous Native American communities and their continued contributions to civil rights, political representation, media, arts, and culture.
