DE HCR40

Extends and reauthorizes the Delaware Justice 40 Oversight Committee, originally established under HCR 40 of the 151st General Assembly, with a new final report deadline of December 31, 2024 (previously December 31, 2022)

Expands the Committee's scope to include tracking and reviewing American Rescue Plan Act ($925 million for Delaware) and Infrastructure Investments and Jobs Act ($1.8 billion for Delaware) funds to ensure 40% of investments benefit disadvantaged communities

Committee consists of 13 members: 3 House members appointed by the Speaker, 3 Senate members appointed by the President Pro Tempore, and 7 executive branch officials including secretaries from DNREC, Labor, Health and Human Services, Agriculture, and Transportation

Focuses on environmental justice issues including clean energy investments, housing, broadband access, and water systems for communities disproportionately impacted by pollution

Final report must be submitted to the General Assembly, the Governor, and the Division of Research of Legislative Council
