Delaware Department of Health and Social Services must review Delaware Code and Administrative Code to assess development of a person-centered acuity model for long-term care staffing.

Report must include recommendations for revising statutes and regulations related to long-term care, including consistent definitions and terminology for long-term care and memory care facilities.

Report must propose reorganization of Delaware Code and Administrative Code to consolidate all memory care service provisions in one location and ensure alignment with current best practices.

Report must include an implementation plan for adopting a person-centered acuity model for long-term care staffing requirements.

Department of Health and Social Services must submit completed report by April 1, 2024 to the Governor, General Assembly, Controller General, Office of Management and Budget, and Legislative Council.
