Calls for identifying opportunities and threats to current funding models for volunteer fire services and paid ambulance services, as well as evaluating the sustainability of volunteerism

Encourages review of the Fire Service Retention and Recruitment Task Force's prior recommendations to determine whether they were implemented

Requests counties consult experts, gather stakeholder data and testimonials, and produce a final report with findings, conclusions, legislative proposals, policy recommendations, and potential funding strategies

Urges full cooperation from government agencies, volunteer fire service organizations, and stakeholders in supporting the counties' research efforts
