Direct the Delaware Department of Health and Social Services to release a Request for Information (RFI) for conducting a comprehensive statewide needs assessment on Alzheimer's disease and related dementias no later than October 1, 2023.

Assessment must include trends in Alzheimer's and dementia populations, service availability and costs in underserved areas, diagnosis rates and mortality in nonwhite communities, early-stage disease assistance, state policies, and costs to publicly funded health care programs.

Assessment must evaluate existing resources and services including home and community-based care, long-term care dementia units, geriatric psychiatric units, assisted living options, and state-supported research at universities.

Require the Department of Health and Social Services to submit findings and available data to the Governor, General Assembly members, Controller General, Office of Management and Budget, and Legislative Council by March 1, 2024.

Address the fiscal impact of Alzheimer's disease, which currently costs Delaware $253 million annually in Medicaid and affects over 19,000 residents with projections to triple by 2050.
