Requests the Delaware State Fire School develop a plan to safely dispose of aqueous film forming foam (AFFF) containing per- and polyfluoroalkyl substances (PFAS) held by Delaware fire departments and companies, including the Wilmington Fire Department

Requires the proposed plan to include inventory assessment, disposal timeline and method, environmental impact analysis, disposal costs, and identification of PFAS-free alternative firefighting foams with associated procurement costs

Directs the Delaware State Fire School to obtain pricing for replacement foam to be distributed to fire companies and departments on a pro-rata basis at no cost to individual entities

Establishes a May 1, 2023 deadline for submitting the plan to the President Pro Tempore, Speaker of the House, Office of the Controller General, and Director of the Office of Management and Budget

Intends to establish a cost line item in the 2023-24 Bond Bill to fund a voluntary one-time exchange program removing AFFF from Delaware fire service while providing compliant replacement foam
