Establishes a 17-member School Mentoring and Literacy Task Force composed of legislators, executive officials, and appointed representatives from education organizations and the public.

Task Force to study and report on current school-based mentoring in Delaware, steps to expand volunteer mentors, streamlining background checks, technology improvements for mentor recruitment and training, necessary infrastructure support, integration of literacy efforts into mentoring, and required state funding.

Requires state agencies, school districts, and public schools to promptly respond to information requests from the Task Force.

Department of Education responsible for providing support staff and materials to the Task Force.

Final report with findings and recommendations must be submitted to the General Assembly, Governor, and Legislative Council by June 1, 2023.
