Establishes permanent operating rules for the Delaware House of Representatives for the 152nd General Assembly, covering procedures for convening, order of business, committee operations, bill consideration, and member conduct.

Adds Rule 49 authorizing remote participation for members and witnesses in House sessions with Speaker approval, including verification of identity and authentication of actions.

Restores modified Rule 12(b) requiring members to answer roll calls from assigned seats unless approved for remote participation under Rule 49.

Includes comprehensive anti-harassment and ethics policies (Rules 16A and 16B) requiring training on sexual harassment, workplace harassment, implicit bias, and cultural competency for all members.
