Establishes temporary rules governing House procedures including order of business, committee operations, bill processing, voting requirements, and member conduct for the 152nd General Assembly.

Requires sexual harassment and implicit bias training for all members at least once per General Assembly and establishes formal and informal reporting procedures for harassment complaints with investigation by the Ethics Committee.

Allows House and legislative committees to conduct virtual meetings during emergencies through approved communication methods that verify member identity, maintain public access to proceedings, and enable remote voting by roll call.

Sets standards for member conduct including conflict-of-interest disclosures, restrictions on using state resources for campaign purposes, and prohibits talking on cell phones during House sessions.

Governs committee structures, assignment of bills, amendments, voting procedures, consent agendas, and media access to the House Chamber.
