Establishes an Internet Sports Lottery Legislative Working Group composed of two House Majority Caucus members (serving as co-chairs) and two House Minority Caucus members to study online sports wagering implementation.

Directs the Working Group to evaluate Delaware's current sports lottery framework and compare it to legal online sports wagering models in Maryland, Pennsylvania, and New Jersey, including tax structures, licensing, revenue data, and market projections.

Requires the Working Group to provide recommendations to the House of Representatives on or before June 30, 2023 for implementing an internet sports lottery in Delaware.

Notes that 27 states have legalized online sports wagering with more than 80% of legal sports wagers placed online, while neighboring states already compete for Delaware resident wagers.

Emphasizes that any Delaware internet sports lottery should maximize state revenue, remain competitive, provide consumer protections, and address illegal offshore gambling.
