Deletes existing language allowing bills and resolutions to remain in committee indefinitely upon request, replacing it with a 12 legislative day requirement for committee action unless the House prime sponsor or floor manager requests delay.

Requires bills not acted on within 12 legislative days to be automatically placed on the committee's next meeting agenda, where they must be heard and acted on.

Mandates the Chief Clerk notify the committee chair and House prime sponsor or floor manager when a bill reaches its 12th legislative day in committee without action.

Requires the Speaker to place bills reported out of committee on a House agenda within 3 legislative days, unless the House prime sponsor or floor manager requests otherwise.

Establishes automatic placement on the next House convening agenda for bills not scheduled within 3 days, and requires the Chief Clerk to notify relevant parties when this deadline is reached.
