Adds "custom fabrication" definition to prevailing wage statute, covering offsite fabrication, assembly, or production of non-standard goods and materials for public works projects in plumbing, electrical, mechanical insulation, ornamental iron, and commercial signage trades.

Extends prevailing wage requirements to workers engaged in custom fabrication work regardless of where the work is performed, closing a loophole that allowed employers to avoid prevailing wage obligations by performing work offsite.

Requires employers to pay all mechanics and laborers unconditionally and not less than once weekly at prevailing wage rates specified in contracts, with full accrued amounts due without deduction or rebate.

Mandates that wage scales be posted by employers in a prominent and easily accessible place at the work site.

Makes technical corrections to conform existing prevailing wage law to Delaware Legislative Drafting Manual standards by replacing "shall" with "must."
