Creates a new specific criminal offense for theft of catalytic converters, separate from general theft statutes

First offense is a class A misdemeanor, escalating to a class G felony if the stolen property value is $1,500 or more, or if the defendant has a prior catalytic converter theft conviction within 5 years

Enhanced penalties apply when victims are 62 years or older, adults who are impaired, or persons with disabilities—first offense becomes a class G felony, or class F felony if value exceeds $1,500

High-value thefts carry steeper penalties: class D felony for property valued between $50,000 and $100,000, and class B felony for property valued at $100,000 or more

Judges must order full restitution to victims for monetary losses and must consider imposing community service upon conviction
