Amends the Charter of the Town of Selbyville to authorize impact fees on new development, construction, or first-time occupancy of new construction.

Allows impact fees to recover costs of installing, enlarging, improving, or expanding public or municipal improvements that have a rational nexus to new construction.

Permits impact fees to contribute to operational costs of volunteer fire companies, ambulance companies, public libraries, and police departments providing services within the Town.

Requires a two-thirds vote in both houses of the General Assembly for passage due to Delaware Constitutional requirements for amending municipal charters.

Makes technical corrections to conform existing law to Delaware Legislative Drafting Manual standards.
