Expands the Gold Alert Program to include missing children, in addition to existing categories of missing senior citizens, suicidal persons, and persons with disabilities.

Defines "missing child" as a minor who has not married, resides with a parent or legal guardian, has unknown whereabouts, is a Delaware domicile, and whose disappearance poses a credible threat to health or safety but does not meet Amber Alert criteria.

Requires investigating law-enforcement agencies to enter missing person information into DELJIS and NCIC systems and notify the Delaware Information Analysis Center (DIAC) for all Gold Alert categories.

Mandates law-enforcement agencies send alerts to designated Delaware media outlets and requires the Department of Transportation to display missing person information on variable message signs consistent with federal traffic control standards.

Updates statutory language throughout to use gender-neutral terminology and clarify procedures for notifying relevant agencies and the public when a missing person is located.
