Increases the net energy metering capacity limit for farm customers from 100 kW to 150 kW, with the Delaware Department of Natural Resources and Environmental Control authorized to grant waivers for larger systems on a case-by-case basis.

Allows electric distribution companies to enter into power supply agreements with farm customers that specify how excess kilowatt-hour (kWh) credits are handled at the end of an annual billing period.

Clarifies that utilities are not required to reimburse or credit customers for excess energy beyond their annual consumption unless a specific contract with a farm customer provides otherwise.

Maintains existing net metering requirements for residential customers (25 kW maximum) and nonresidential customers (2 megawatts for DP&L, 500 kW for DEC or municipal electric companies).
