Adds the Child Protection Accountability Commission to joint responsibility with the Department for maintaining ongoing programs to inform mandatory reporters and the public about child abuse and neglect under § 903 of Title 16.

Requires the Department and the Child Protection Accountability Commission to jointly publicize the 24-hour statewide toll-free telephone number for reporting abuse or neglect and the responsibility to report under § 903.

Designates the Commission as the "citizen review panel" required under the federal Child Abuse Prevention and Treatment Act (42 U.S.C. § 5106a(c)) and the "state task force" required under the federal Children's Justice Act (42 U.S.C. § 5106c(c)).

Expands the Commission's duty to provide quality training on child protection issues to include specific coverage of reporting obligations under § 903 of Title 16.

Establishes the Commission must meet on a quarterly basis and may delegate tasks to committees, workgroups, and panels to accomplish its duties related to monitoring Delaware's child protection system.
