Authorizes the Office of the Child Advocate to provide information to presentence officers when obtaining victim impact statements from persons unable to provide information directly, including deceased or disabled victims.

Requires the Investigation Coordinator to collaborate with the Office of Investigative Services during presentence investigations of defendants convicted of felony child abuse, endangering the welfare of a child, or death of a child.

Permits disclosure of case-specific data and information from the Investigation Coordinator to the Office of Investigative Services for presentence investigations under § 4331 of Title 11, while maintaining confidentiality protections.

Allows the Office of the Child Advocate to share confidential information with the Office of Investigative Services during presentence investigations related to child abuse convictions.

Maintains that all child protection records remain confidential and exempt from Freedom of Information Act disclosure, except as authorized for multidisciplinary team coordination and presentence investigations.
