Requires immediate oral reporting to the Department's report line for critical situations including sexual abuse or human trafficking of a child, child death, current physical injury, need for immediate medical or mental health attention, or children with no caregiver or in immediately hazardous conditions.

Allows oral or online portal reporting for suspected child abuse or neglect not meeting the critical criteria above.

Mandates that individuals with direct knowledge of suspected abuse or human trafficking cannot delegate reporting responsibility to someone with less direct knowledge.

Requires licensed professionals through the Delaware Division of Professional Regulation and Department of Education to provide their name and address when reporting; other reporters may remain anonymous but the Department will request identifying information.

Expands the definition of reportable abuse to explicitly include suspected human trafficking of a child throughout the reporting requirements.
