Adds a definition of "corrective action" to include stopping abuse, preventing future abuse, and ensuring non-recurrence of abuse, mistreatment, neglect, financial exploitation, or medication diversion.

Establishes criminal penalties for board members and high managerial agents who know of patient or resident abuse and fail to promptly take corrective action, ranging from class B misdemeanor to class B felony depending on severity.

Creates separate criminal liability for board members and managers who fail to take corrective action regarding medication diversion (class A misdemeanor) and financial exploitation (class B misdemeanor for amounts under $1,000; class A misdemeanor for $1,000 or more).

Preserves the right to bring separate charges and convictions for other crimes and establishes Superior Court as having original and exclusive jurisdiction over violations.
