Prohibits restrictive covenants in deeds, contracts, or legal instruments that prohibit or unreasonably restrict property owners from installing or using clotheslines on their property.

Defines "clothesline" as a cord, rope, or wire for hanging laundered items and "drying rack" as a freestanding apparatus, excluding structural features like balconies or railings.

Allows reasonable restrictions on clotheslines necessary to protect public health and safety, prevent building damage, or preserve historic or aesthetic values when alternative options of comparable cost and convenience exist.

Does not affect the enforceability of conservation easements or historic preservation covenants.

Revises the heading of § 318 of Title 25 to clarify it applies to restrictive covenants and roof-mounted solar energy systems.
