Amends § 709(b) of Title 21 of the Delaware Code to redefine "payment" of motor vehicle fines to include partial or full remittance rather than only the total amount due.

Allows the Court to close cases and notify the Division of Motor Vehicles of violations upon receipt of partial payments instead of requiring full payment before case closure.

Addresses unintended consequences from the 2012 Voluntary Assessment Center process that created administrative limbo for individuals making partial payments on traffic fines.

Enables timely reporting of violation data to the Division of Motor Vehicles rather than flagging licenses and registrations, allowing violations to be recorded promptly.

Streamlines the Court's administrative process for maintaining records and reduces delays in cases where individuals previously went years without resolving unpaid Voluntary Assessment balances until license renewal.
