Replaces the term "agency" with "entity" throughout the statute to clarify that the organization under review is distinct from State agencies that may assist in the review process.

Establishes two types of reviews: "full reviews" (comprehensive assessment of an entire entity) and "focused reviews" (specialized assessment of specific components, programs, or policies within an entity).

Creates new confidentiality protections for records submitted by entities under review, with exceptions for disclosure necessary to conduct the review, records not maintained as confidential by the entity, and records the entity agrees in writing to disclose.

Clarifies Committee member duties versus staff duties, establishes that virtual meeting participants do not count toward quorum, and requires the Committee to conduct at least 4 full or focused reviews annually.

Updates termination procedures to provide that an entity recommended for termination automatically terminates on July 1 of the year following the Committee's annual report recommending termination unless the General Assembly re-establishes the entity by law.
