Reorganizes and modernizes the Delaware State Arts Council statute following a Joint Legislative Oversight and Sunset Committee review, updating outdated language and reformatting definitions

Changes chair selection from Governor appointment to Council election every 3 years, with a 2-consecutive-term limit for the chair position (effective when current chair resigns or position becomes vacant)

Establishes clear removal provisions allowing the Governor to remove members for gross inefficiency, misfeasance, or neglect of duty, including automatic resignation consideration after missing 3 consecutive meetings or 4 out of 12 regular meetings

Adds new provisions requiring the Division of the Arts to provide staff support and authorizing the Council to form subcommittees

Clarifies that a majority of members constitutes quorum (excluding vacancies) and permits Council members to participate in the Division's grant review process
