Removes the requirement that individuals hold a Merchant Mariner Credential "in the capacity of Master" from the U.S. Coast Guard National Maritime Center to be eligible for food fishing equipment permits for hook and line.

Individuals with a valid Merchant Mariner Credential issued by the U.S. Coast Guard National Maritime Center remain eligible for the lottery to obtain permits, provided they submit a letter of recommendation from an active commercial fisher licensed by the Department.

Maintains existing eligibility pathway of completing a 150-day apprenticeship program over at least 1 year with an active commercial fisher licensed by the Department.

Continues lottery system for issuing food fishing equipment permits when the total number drops below 172 (the number issued in 1999).

Aims to make permit requirements more flexible and reduce time-consuming and costly credentialing barriers for families relying on fishing as part of their livelihoods.
