Creates a narrow exception to Delaware's computer crimes laws (unauthorized access, theft of computer services, misuse of computer system, and destruction of computer equipment) for employees investigating or pursuing claims of employer violations of state or federal employment laws.

Exception applies only when an employee's computer system access and any disclosure of obtained information are solely for investigating, exploring, or pursuing an employment law violation claim.

Prohibits employers from bringing civil actions with treble damages against current or former employees when the employee's actions qualify for the § 942 exemption.

Addresses concern that employers threaten civil lawsuits with damages exceeding potential employment law recovery, deterring employees from pursuing legitimate workplace rights claims.
