• Reorganizes and updates Title 14 provisions governing drug-free school programs, maintaining requirements for joint law enforcement and school district initiatives while clarifying roles of the Division of Substance Abuse and Mental Health and advisory committees.

• Updates Title 16 definitions and administrative structure for mental health and behavioral health services, including references to the Division of Substance Abuse and Mental Health and clarifying departmental responsibilities for various facilities and programs.

• Establishes comprehensive procedures and safeguards for sterilization in Title 16, requiring court approval, informed consent documentation, psychiatric evaluations, and protective measures for individuals presumed incapable of giving informed consent.

• Amends Title 29 provisions regarding the Drug Control Coordinator position and access to health and social services records by the Governor's Council and divisional councils.
