• Creates a special waste reduction registration plate supporting Plastic Free Delaware, a nonprofit organization focused on reducing single-use plastic pollution and promoting zero-waste practices.

• Allows owners of private passenger vehicles and trucks/trailers with a manufacturer's gross vehicle weight rating (GVWR) of 26,000 pounds or less to apply for the special plate, which will be issued if at least 200 applications are received.

• Requires a one-time fee of $50 for the special plate ($15 administrative fee and $35 for the plate itself) in addition to regular annual registration fees, applicable to all applicants including nonprofit members who are normally exempt from registration fees.
