Expands Delaware's Address Confidentiality Program to include reproductive health service providers and employees who fear for their safety due to providing reproductive health services.

Allows eligible participants to register with the Department of Justice and receive a substitute address for mail delivery while keeping their actual address confidential.

Prohibits posting or displaying a program participant's actual address, telephone number, or image on the Internet with intent to incite violence or threats against the participant or household members.

Establishes a 3-year protection period for written demands not to disclose a participant's address or telephone number, even if program participation is terminated before the 3 years expire.

Permits emergency disclosure of a participant's actual address only when necessary to prevent physical harm or significant economic loss, or when requested by law enforcement for law-enforcement purposes.
