Removes residency preferences for six cabinet positions (Safety and Homeland Security, Finance, Transportation, Labor, Housing Director, and Secretary of State) while maintaining residency requirements through the Delaware Constitution.

Consolidates and clarifies residency requirements across all cabinet positions to require residence in Delaware within one year of appointment, with automatic resignation for failure to obtain or maintain residency.

Makes technical corrections to conform cabinet appointment language to the Delaware Legislative Drafting Manual standards across multiple state departments and agencies.
