Senate Bill 161 Summary

• Renames the Director of Personnel Management to Director of Talent Management and expands their role to assume central leadership for development and maintenance of Department of Human Resources policies and procedures.

• Creates two new director positions: Director of Classification/Compensation and Talent Acquisition, and Director of Training and Human Resource Solutions, both exempt from merit system requirements.

• Renames three divisions: Division of Diversity and Inclusion becomes Division of Diversity, Equity and Inclusion; Division of Labor Relations and Employment Practices becomes Division of Employee and Labor Relations; Division of Statewide Benefits becomes Division of Statewide Benefits and Insurance Coverage.

• Increases membership in the Commission for Women from 9 to 18 members and in the Delaware Women's Hall of Fame Committee from 7 to 11 members, with expanded appointment authority distributed among the Governor, Speaker, and Senate President Pro Tempore.

• Expands the Office of Women's Advancement and Advocacy to oversee the Delaware Women's Workforce Council with responsibilities to study and eliminate gender-based workplace inequities, including wage gaps and barriers to women's advancement.
