Authorizes the Delaware Division of Motor Vehicles to contract with qualified third-party service providers to offer vehicle-related services as an alternative to DMV processing.

Permits third-party providers to offer title and registration services, duplicate titles, security interest filing and removal, license plate surrenders, and other vehicle transaction services determined by the DMV.

Requires qualified providers to maintain principal offices in Delaware or states with a letter of understanding with the DMV, carry general liability insurance of at least $1,000,000 per occurrence/$2,000,000 aggregate, provide a $100,000 surety bond, and conduct criminal background checks on employees.

Mandates compliance with the Driver's Privacy Protection Act of 1994 and all DMV regulations regarding disclosure of vehicle records and customer information.

Requires third-party providers to disclose to customers in writing the cost comparison between their services and direct DMV services before providing any service.
