Reorganizes charter school teacher and administrator certification requirements in Title 14, Section 507(c) into numbered subsections for clarity.

Allows charter schools to hire teachers without full certification if they hold a bachelor's degree in their content area and comprise no more than 35 percent of the school's teaching staff, when no qualified alternative certification program exists.

Permits charter schools to hire or retain Instructional Administrators (those whose primary function is designing and implementing curriculum) without full certification if they possess appropriate educational and administrative skills, as determined by the school's board.

Exempts non-instructional charter school administrators from licensure and certification requirements under Chapter 12 of Title 14.

Requires the Secretary of Education to establish, by July 1, 2024, a qualified alternative licensure and certification pathway for Instructional Administrators in coordination with the Delaware Charter Schools Network.
