Extends confidentiality protections to wellness program services provided by trained peer support members to first responders, civilian employees, and their immediate family members in law-enforcement, fire, and emergency medical services agencies.

Defines "civilian employee" as non-first responder employees of law-enforcement, fire, or emergency medical services agencies who may access wellness program services including counseling, spiritual guidance, and education on financial, health, legal, and stress management resources.

Adds chaplains to the definition of "first responders" and expands "critical incident" definition to include cumulative stress exposure during the course of a first responder's duties.

Establishes that communications made during CISM services or wellness program services are confidential and not subject to disclosure or compulsory legal process unless exceptions apply, such as imminent danger, waiver by participant, or use to enable or plan a crime or fraud.

Updates confidentiality exceptions to replace vague language about "mental or physical injury" with specific reference to crimes as defined under Delaware Code Title 11 § 233 or fraud.
