Prohibits municipal, town, and city police departments from making arrests for speeding violations (§ 4168, § 4169, § 4171) that occur outside their corporate limits, regardless of municipal charter provisions.

Maintains existing restriction on operating speed enforcement equipment outside corporate limits and expands enforcement to arrest authority.

Defines "corporate limits" as determined by the official municipal, town, or city map filed with the county where the municipality is located.

Requires a two-thirds majority vote for passage due to constitutional requirements for amendments to general incorporation laws and municipal charters.

Makes technical corrections to conform existing law to Delaware Legislative Drafting Manual standards.
