Amends § 3607 of Title 19 of the Delaware Code regarding denial, suspension, or revocation of contractor registration certificates.

Grants the Department discretion to reject applications that are incomplete or contain inaccurate information, rather than mandatory rejection.

Allows contractors to submit a new application for registration if their previous application was rejected for being incomplete or containing inaccurate information.

Establishes that contractors who knowingly supply incomplete or inaccurate information remain subject to other applicable penalties under Chapter 12 of Title 6.
