Enacts the Interstate Teacher Mobility Compact (ITMC), an interstate agreement allowing teachers with eligible licenses in member states to receive equivalent licenses in other member states without additional exams or coursework.

Establishes the Interstate Teacher Mobility Compact Commission as the administrative body comprising one delegate per member state, with an Executive Committee of 8 voting members responsible for rulemaking, budget, and compliance monitoring.

Permits teachers holding unencumbered eligible licenses (requiring a bachelor's degree and state-approved teacher preparation program) to apply for licensure in receiving states based on license equivalency determination by the receiving state's licensing authority.

Creates special provisions for eligible military spouses and active military members allowing them to use temporary or provisional licenses under the compact, and permits career and technical education licenses without bachelor's degree requirements.

Becomes effective upon enactment by the tenth state; member states may withdraw with 6 months' notice and must continue reporting investigative and adverse action information during the withdrawal period.
