Adds xylazine and its isomers, esters, ethers, and salts to Schedule III of the Uniform Controlled Substances Act.

Allows individuals and nonprofit organizations to provide drug testing strips to determine the presence of fentanyl, xylazine, and related substances without expectation of compensation.

Provides immunity from civil liability for persons providing drug testing strips, except when willful, wanton, reckless, or grossly negligent actions cause injuries or death.

Exempts drug testing strips from controlled substance paraphernalia laws under the Uniform Controlled Substances Act.

Takes effect upon the expiration of the Emergency Order placing xylazine in Schedule III or November 29, 2023, whichever is earlier, and expires November 29, 2024.
