Reauthorizes the Delaware Water Supply Coordinating Council (WSCC) through January 31, 2033, after its sunset on January 31, 2022.

Reconstitutes the Council membership to include representatives from state agencies, all three counties (New Castle, Kent, and Sussex), water utilities, agricultural organizations, and the business community.

Establishes four permanent subcommittees organized by county (New Castle, Kent, and Sussex) plus a Drought Advisory Subcommittee to address regional water supply issues including drought management, competing water usage, and saltwater intrusion.

Designates the Secretary of the Department of Natural Resources and Environmental Control as Council Chair and requires the Division of Water to provide administrative support.

Expands the Council's focus beyond Northern New Castle County drought issues to address water supply coordination statewide, including groundwater exploration and coastal resilience concerns.
