Expands animal fighting felony statute to include knowingly possessing, owning, buying, selling, transferring, or manufacturing animal fighting paraphernalia with intent to engage in or promote such fighting as a class E felony.

Defines "animal fighting paraphernalia" as equipment and materials used or designed for training, preparation, conditioning, or furtherance of animal fighting, including breaking sticks, treadmills, fighting pits, spring poles, unprescribed steroids, antibiotics, and sharpened spurs or gaffs for game fowl.

Establishes court considerations for determining whether an object qualifies as animal fighting paraphernalia, including prior animal fighting convictions, temporal and spatial proximity to violations, intent to deliver to persons involved in fighting, and instructional materials or documentation accompanying the object.
