Amends the definition of "large health-care facility" in Chapter 25J of Title 6 of the Delaware Code to clarify that outpatient clinics or facilities are included if operating under a hospital's license or if a majority ownership is held by a hospital.

Removes language stating outpatient clinics must be "affiliated with a hospital" and replaces it with clearer ownership and licensing criteria.

Expands the definition of "time of service" to include emergency care provided within 10 days of discharge if the patient receives emergency care from a large health-care facility or from a provider employed by that facility.

Applies to all hospital types including nonprofits subject to 26 U.S.C. § 501(c)(3), not-for-profit entities, and for-profit entities.

Includes freestanding emergency departments as defined under Title 16, § 122 within the scope of large health-care facilities.
