Requires insurers to deliver cancellation notices by certified mail or USPS Intelligent Mail barcode (except for nonpayment of premium notices) and retain proof of mailing for at least 1 year.

Deems property insurance coverage automatically renewed under the same terms and conditions if the insurer fails to comply with nonrenewal notice requirements until the named insured accepts replacement coverage or agrees to nonrenewal.

Expands the lookback period for non-weather-related claims from unspecified timeframe to 60 months before an insurer can refuse to renew homeowners insurance based on 2 or more such claims.

Maintains existing protections against nonrenewal based solely on weather-related claims (3 or more in 36 months), combination claims (3 or more in 48 months), or claims closed without payment.

Takes effect on October 1, 2024 or upon enactment, whichever is later.
