• Restructures table games licensing fee reductions to allow video lottery agents to apply capital investments exceeding minimum requirements toward reducing their annual $3,000,000 combined license fee.

• Changes the measurement period for table games license fee calculations from fiscal year (ending June 30) to calendar year (ending December 31) to align with video lottery calculations.

• Permits qualified investments in facility competitiveness—including marketing, wages, benefits, and facility improvements—to offset license fees if they exceed amounts required for the video lottery capital expenditure adjustment under § 4815(b)(3)a.

• Clarifies that capital amounts used to reduce license fees under this section cannot also be carried forward for future year adjustments.

• Takes effect May 26, 2024, or upon enactment, whichever is later.
