Establishes the Bureau of Health Equity (BHE) within the Division of Public Health, Department of Health and Social Services, incorporating the Office of Minority Health and Office of Women's Health.

Defines health equity as the absence of systematic health disparities between groups with different levels of social advantage, and health disparities as preventable differences in health quality based on shared characteristics like race, ethnicity, or socioeconomic status.

Directs the BHE to provide statistical data on health status, increase health awareness, expand community-based prevention and health promotion efforts, and establish networks to address health disparities.

Requires the BHE to collaborate with the Primary Care Reform Collaborative of the Delaware Health Care Commission and the Office of Value-Based Health Care Delivery to develop programs and best practices promoting health equity.

Makes technical corrections to § 7905 regarding the Office of Women's Health, including clarifying terminology and restructuring definitions related to the office's leadership and organizational structure.
