Restores Town Council authority to impose and collect a lodging tax on hotel, motel, and tourist home occupancies within Millville at a rate not exceeding 3% of rent.

Tax is imposed in addition to the state lodging tax under Chapter 61 of Title 30 of the Delaware Code.

Reinstates lodging tax power that was originally enacted in 2019 (SB 162) but inadvertently repealed in 2021 (HB 138).

Requires a two-thirds affirmative vote in both houses of the General Assembly per Delaware Constitution Article IX § 1 for charter amendments to municipal corporations.
