Establishes the Delaware Workforce Housing Program (DWHP) to encourage private capital investment in affordable residential housing units by providing grants up to 20% of qualified investment costs.

Eligible projects must be located in Investment Level 1 or 2 zones as defined in the Delaware Strategies for State Policies and Spending document and create units affordable to households earning no more than 100% of the area median income.

Requires minimum investment threshold of at least $25,000 per project, with grant amount calculated on investments exceeding this threshold; DSHA may amend the threshold no more than once annually.

Prohibits grants to investors who intend to qualify for or use federal or state low-income housing tax credits in the same project.

Delegates administration to the Delaware State Housing Authority (DSHA), which must adopt regulations, allocate funds, monitor implementation, and issue annual effectiveness reports beginning November 15, 2025.
