Prohibits health insurers from considering an individual's Medicaid eligibility when enrolling them or making benefit payments on their behalf

Requires health insurers to treat state Medicaid agencies the same as any other agent or assignee when the agency has been assigned the rights of a Medicaid-eligible individual

Mandates that health insurers and other liable third parties accept state Medicaid authorization for covered items or services as if the third party had provided prior authorization itself

Aligns Delaware state law with federal requirements from the Consolidated Appropriations Act of 2022, which became effective January 1, 2024

Addresses third-party liability rules that govern when Medicaid serves as the "payer of last resort" for beneficiaries with additional health coverage
