Imposes new contractor penalties of $5,000-$10,000 per unlicensed employee employed, and $10,000 per violation for failing to maintain proper apprentice-to-journeyperson ratios.

Holds contractors responsible for violations of electrical licensing requirements, closing a loophole that previously allowed contractors to avoid liability by having workers obtain apprentice licenses.
