Extends the right to inspect personnel files to former employees, who may request access to their files that exist at the time of the request

Expands the definition of "personnel files" to explicitly include medical records, service letters, employment information disclosed under § 709, and records related to qualifications for employment, promotion, compensation, termination, and disciplinary action

Allows employers to require current employees to inspect their personnel files outside of scheduled work hours

Permits employers to use a request form, but limits required information to only what is necessary to identify the requester; employers may ask, but cannot require, employees to state the purpose of their request

Does not create or change any requirements regarding how long employers must retain personnel files of former employees
